Center Support Services - Angell Job Corps.

Background
The contract is issued by the US Department of Agriculture (USDA) for the purpose of providing Center Support Services at Angell Job Corps. The mission is to address challenges related to student enrollment and outcomes, which are influenced by factors such as recruitment and attrition rates, labor market conditions, and provider engagement.

The goal is to mitigate supply and demand imbalances that affect staffing needs and enhance the utilization of support services.

Work Details
The contractor will be responsible for:
(1) Detecting and addressing indicators of identity fraud, unauthorized substitutions, or other workforce integrity risks;
(2) Ensuring continuous oversight of personnel, including remote workers;
(3) Complying with reporting requirements specified in the contract;
(4) Mandatory removal and replacement of contractor employees who fail to meet eligibility, security, integrity, or performance requirements;
(5) Providing qualified replacements at no additional cost;
(6) Maintaining continuity of operations without impacting mission requirements;
(7) Ensuring compliance with PIV requirements and maintaining workforce integrity;
(8) Including compliance clauses in all subcontracts requiring access to federally controlled facilities or information systems.

Period of Performance
The total duration of this contract shall not exceed one year.

Bidder Requirements
Bidders must meet the Small Business Set Aside - Total (SBA) status. They are required to demonstrate adequate staffing credentials, security clearances, professional licenses, and qualifications. Past performance will be evaluated based on entries from CPARS focusing on timeliness of service delivery and reporting.
