Cellular Telephone Service

The J&A is in accordance with FAR 13.5(a) which authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $7 million, including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. Wireless service is considered a supply IAW "supply" versus a "service." Airtime does not meet the definition of services, as defined in AFARS 5137.590-3, which states: "Service means the engagement of the time and effort of a contractor whose primary purpose is to perform an identifiable task, or tasks, rather than to furnish an end item of supply."
