Description

Please note that this solicitation is not ready to be issued as of this date. The requirement is for providing the United States Embassy Jerusalem, Israel with Cellular Telecommunication services including phone calls, data and overseas roaming. Total amount of estimated lines needed are 1800. Please note this is only an estimated quantity. The anticipated performance is for a base period of twelve months and four one-year periods at the discretion of the Government. All responsible sources may submit an offer, which will be considered.

A Pre solicitation conference will be held on April 7, 2025 (local Israel time) at The Embassy Branch Office Tel Aviv, Hertzeliya Annex building, 11 Galgalai Haplada St., Hertzeliya Pituach, Entrance B, 3rd Floor. Prospective offerors/quoters should contact Ronen Ben-Eli at BeneliRR@State.gov for additional information or to arrange entry to the building.

Background
The United States Embassy in Jerusalem, Israel, is seeking to procure cellular telecommunication services. The goal of this contract is to provide mobile telephone services that include phone calls, data, and overseas roaming for an estimated total of 1800 lines. This requirement is essential for the operational needs of the Embassy and its personnel.

Work Details
The contractor shall provide comprehensive mobile telephone services for the U.S. Embassy in Jerusalem and its affiliated offices throughout Israel, the West Bank, and Gaza. Services include:
- Mobile Telephone Equipment
- Calls & Data within Israel
- Roaming agreements for the West Bank and Gaza
- International Calls and Roaming
- SMS Messaging
- Voice Mail
- 24-hour Customer Service
- Detailed Billing of Calls Made.

The contractor must ensure high-quality connections with no interruptions or static, remedying any network issues immediately. Coverage must be at least 90% local network coverage across Israel, with roaming agreements extending to major cities and villages in the West Bank and Gaza. The contractor is also responsible for ensuring seamless connectivity in all areas where Embassy employees reside, including urban areas and main traffic routes. Additionally, the contractor must utilize 5G technology wherever available and ensure full network coverage in all specified facilities without additional costs to the government.

Period of Performance
The contract will be performed over a base period of twelve months with four optional one-year extensions at the discretion of the Government.

Place of Performance
The services will be performed primarily in Jerusalem, Israel, as well as throughout the State of Israel, the West Bank, and Gaza.
