Background
The Federal Bureau of Investigation (FBI) is seeking a comprehensive solution to analyze communications data that supports their investigative efforts. The goal is to develop a 'one suite solution' capable of ingesting data from various cell providers into a stand-alone platform, integrating this data with cell tower information to enhance the FBI's operational capabilities.

Work Details
The solution must meet the following requirements:
- Ingest and illustrate combined data from call detail records and cell tower information on a mapping platform, including active sector visualization.
- Collect radio frequency signal strength across a range of 10 MHz to 8.5 GHz and 17 GHz to 53 GHz from cellular providers and Wi-Fi, capable of performing drive tests or cellular network surveys.
- Simultaneously measure all broadcast channels from various technologies (GSM, UMTS, LTE, NR, CDMA, EVDO & Wi-Fi) within 2-3 seconds, both indoors and outdoors.
- Illustrate both the strongest and possible signal strength for call completion.
- Upload drive test data from the collection device to a central server while leaving a breadcrumb trail of the user's route.
- Provide analytics on communications data such as identifying 'hot towers' and common numbers across locations.
- Interact with other commercial databases like Whooster, CP Clear, or Accurint.
