The U.S. Food and Drug Administration (FDA) is seeking ongoing system development work and operations & maintenance support for the CDER‐AOIS (Administrative Operations Information System). The CDER‐AOIS is a Microsoft Dynamics 365 CRM-based solution that aims to improve and automate administrative processes across the FDA. The system will be implemented in phases over the next two years, starting with civilian personnel action requests. The CDER‐AOIS will provide automated workflows, approval processes, real-time dashboards, and reports to enhance transparency, efficiency, and data integrity. The FDA is looking for professional and technical support services to architect, develop, enhance, test, and deploy the CDER‐AOIS and other potential administrative operations related applications.
The CDER‐AOIS solution utilizes Microsoft Dynamics 365 CRM platform for workflow automation, data analytics, and integration with external systems. It supports multiple FDA offices including the Office of Translational Sciences, Office of Pharmaceutical Quality, Office of Communications, and Office of Management. The solution provides features such as workflow automation & collaboration, data analytics, security controls, and integration with external systems. It is a cloud-based application accessible only by authorized FDA users.
The objective of this opportunity is to procure professional and technical services through a Blanket Purchase Agreement (BPA) approach. The BPA will enable the development and deployment of applications within the FDA Microsoft Dynamics Tenant environment using a multi-environment/multi-sandbox approach. The services required include project management, prototyping, development & modernization, system & data integration, deployment support, and operations & maintenance.
Overall, this opportunity presents a significant project for the FDA to improve administrative operations through the implementation of the CDER‐AOIS solution. It aims to streamline processes, enhance transparency and data integrity while providing real-time dashboards and reports for informed decision making.
