The US Embassy Dar Es Salaam wishes to solicit your proforma cost estimate to supply CCTV camera system as per the statement of work. The government intends to award a contract to the responsible company submitting a technically acceptable quotation at the lowest price.

A site visit will be held on August 13, 2025 at 10:00 a.m. at 9 Toure residence in Dar es Salaam. Please send no more than two names of attendees to email DarProcurementBid@state.gov not later than August 08, 2025. at 10:00 a.m. Dar es Salaam local time to arrange access to the compound.

Quotations are due by August 28, 2025. at 05:00 p.m. East Africa time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Please submit your quotation electronically to DarProcurementbid@state.gov in MS Word 2016/365, MS Excel 2016/365, or PDF format. Each email, including attachments, must not exceed 30MB. If your files are larger than 30MB, please split them into multiple emails, ensuring each email with its attachments is under the 30MB limit.

In order for a quotation to be considered, you must also complete and submit the following:

1. SF-1449

2. Section 13, Price

3. Section 6 CCTV Equipment

4. Additional information as required in Section 7

5. Proof of SAM Registration

6. DBA Insurance proforma invoice

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission will deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

Background
The US Embassy in Dar Es Salaam is seeking quotations for the supply and installation of a CCTV camera system at the Chief of Mission’s Residence (CMR) located at Plot 9 Toure Drive, Oyster Bay, Dar es Salaam. The goal of this contract is to enhance security through a new surveillance system that will provide real-time monitoring and video retention for safety and investigative purposes. The embassy intends to award the contract to a responsible company that submits a technically acceptable quotation at the lowest price.

Work Details
The contractor is required to remove the existing CCTV system and install a new one that includes:

1. One (1) standalone NVR all-in-one with integrated PoE switch capable of supporting up to 24 network cameras, with specifications including:
- Minimum 16 GB DDR5 memory
- Minimum 12 TB HDD storage
- Compatibility with H.265, H.264, MPEG-4, and JPEG
- HDMI/VGA input compatibility
- Support for facial detection/recognition.

2. One (1) workstation for viewing and administering the system with:
- Support for 4K resolution monitors
- Intel Core i7 processor or higher
- At least 16 GB RAM.

3. Twelve (12) outdoor IP IR Bullet Cameras with:
- At least 4 megapixel full HD resolution
- IP67 weatherproof ratings
- IK10 vandal-proof ratings.

4. Five (5) outdoor IP IR PTZ dome cameras with:
- At least 2 megapixel full HD resolution
- Motorized zoom lenses with 30x zoom capability.

5. All necessary equipment, labor, and tools required for installation must be provided by the contractor.

Period of Performance
The contractor will have ninety (90) days from the date they receive the Purchase Order to complete all requirements outlined in the Statement of Work.

Place of Performance
The installation will take place at the Chief of Mission’s Residence located at Plot 9 Toure Drive, Oyster Bay, Dar es Salaam.
