Project Title: FY24 Community College of the Air Force (CCAF) Education Center Advisor

This Request for Quote (RFQ) CCAF Education Center Advisor for Vandenberg Space Force Base, prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in this notice. CCAF Education Center Advisor services are required at Vandenberg Space Force Base, California. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 611710, Educational Support Services, with a size standard of $24,000,000. This acquisition will be procured pursuant to the requirements in Federal Acquisition Regulation of FAR Part 12.

To ensure an adequate response, please read the attached SF 1449 solicitation document with detailed instructions and Performance Work Statement for the Contract Line Item Number (CLIN) quantities, unit of measure, description, period(s) of performance, applicable clauses and provisions, and other information pertinent to this acquisition. Offerors are required to utilize the SF 1449 solicitation document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto.

The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached SF1449 RFQ (Supplies or Services and Prices/Cost section).

In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award.

Proposals are due NLT 10 September 2024 at 12:00 PM PST. Offers must be submitted in writing; oral offers will not be accepted. Telephone and other means of oral communication will not be permitted.

Background
The Community College of the Air Force (CCAF) is seeking an Education Center Advisor to support its voluntary off-duty education program at Vandenberg Space Force Base, California. This contract is a 100% Small Business Set-Aside. The goal is to provide academic advisement and customer service to military personnel and their families.

Work Details
The contractor will perform non-personal services including:
1. Providing primary reception and customer service interaction.
2. Offering academic advisement, information, and guidance related to educational programs.
3. Preparing documents associated with the services provided.
4. Monitoring the Customer Service Area and greeting incoming clientele, ensuring clients sign into the CQueue System.
5. Advising Active-Duty Air Force personnel on available educational programs such as CCAF, DANTES, and other educational support programs.
6. Keeping the Education & Training Section Chief informed about program changes and advising students accordingly.

The advisor must also attend a one-week CCAF Advisor course within 120 days of arrival.
