ID: W911SR-25-S-CSIRP • Type: Special Notice

Description

ARMY CONTRACTING COMMAND, ABERDEEN PROVING GROUND

EDGEWOOD CONTRACTING DIVISION

W911SR-25-S-CSIRP

ANNOUNCEMENT OF CSIRP INDUSTRY DAY:

The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Contracting Center, Edgewood Contracting Division, Ft Detrick, in support of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO CBRND), Joint Program Manager, CBRN Sensors (JPM CBRN Sensors), hereby issues an announcement in advance of a Joint Industry Day for CBRN Sensor Integration on Robotic Platforms (CSIRP) effort to be held virtually via MS Teams on 21 May 2025. This is not a solicitation, nor is this a solicitation requesting proposals at this time.

The purpose of this Industry Day is to identify industry partners and capabilities to develop/deliver the engineering and integration of payloads with ability to detect and identify additional threats and perform sample collection for use on unmanned air, ground, and water-borne surface platforms. These payloads should transmit CBRN data through a common operating picture giving warfighters the ability to integrate CBRN expertise and knowledge into all echelons, providing situational awareness in mounted and dismounted configurations enabling decisions in austere environments. Appendix A outlines the draft Statement of Objectives (SOO).

This Industry Day will include a presentation by JPM CBRN Sensors as well as opportunities for industry partners to present their capabilities in one-on-one breakout sessions with representatives from the Government agencies. Industry partners may update Government stakeholders, partners, and end users on current efforts and capabilities.

Companies that wish to attend must complete the attached registration form and return to the identified POC's no later than COB 15 May 2025. White Papers will need to be submitted by COB 19 May 2025. Please limit attendees to no more than 5 and confirm your interest in presenting your capabilities to the Government either in a group forum, or separately one on one. Those requesting to register must also provide a non-binding 3 5-page White Paper demonstrating their company's capability encompassing the following:

  • Company overview
  • Capability to meet the requirements of Appendix A.
  • Questions or comments in advance.
  • Anticipated ROM.

Proprietary information should be identified as Company Proprietary. Do not use Government security classification markings.

This Industry Day notification is released under announcement number W911SR-25-S-CSIRP. The Government is not liable to reimburse any costs incurred by companies or entities that respond in any way to this announcement or participate in the Industry Day. This is industry day is for planning purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this announcement or industry day. There is no Draft Request For Proposal that has been issued.
Additional details on location, times, agenda etc. will be shared with registered participants only.

Background
The Army Contracting Command−Aberdeen Proving Ground (ACC-APG) Contracting Center, Edgewood Contracting Division, is issuing an announcement for a Joint Industry Day focused on CBRN Sensor Integration on Robotic Platforms (CSIRP). This initiative supports the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO CBRND) and aims to identify industry partners capable of developing and delivering engineering and integration solutions for payloads that can detect, identify threats, and perform sample collection using unmanned platforms.

The goal is to enhance situational awareness for warfighters in austere environments.

Work Details
The Industry Day will focus on the following objectives:
1. **Biological Point Detection/Identification Payloads**: Integrate advanced sensors for real-time biological hazard detection and sample collection on unmanned platforms.
2. **Microsensor Payloads**: Deploy CBRN Microsensors (C-MS) for continuous detection of threats from remote locations.
3. **Expanded Detection and Autonomy Capabilities**: Replace legacy sensors with advanced options on UGS and UAS platforms, ensuring compatibility across systems.
4. **Command and Control Integration**: Develop decision support tools that integrate sensor data into communication networks to provide actionable information to warfighters.

Deliverables include an Integrated Master Schedule, Preliminary Design Review, Software Design Lifecycle Documentation, Risk Management Framework Documentation, Critical Design Review materials, Configuration Control processes, Technical Data Package, Safety Assessment and Environmental Report, Test Reports, Bi-Weekly Status Meetings, and Quarterly Reports.

Period of Performance
Performance shall begin at award and continue through September 30, 2028.
