Background
This is a presolicitation notice for CBRN Laboratory Services in support of the Pentagon Force Protection Agency (PFPA) Science, Integration and Technology Directorate (SITD) Chemical, Biological, Radiological, Nuclear (CBRN) Protection Division (CPD). The main objective of this requirement is to provide laboratory personnel, accurate and timely analysis and results of daily environmental samples, equipment and supplies, equipment maintenance, inventories, reports, and special studies. Contractor shall provide sample and laboratory database systems that track sample collection, analysis, results, and inventory. The contractor shall provide program, laboratory, and database management.

Work Details
The contractor shall possess and maintain a Secret facility clearance (FCL) from the Defense Counterintelligence and Security Agency (DCSA). The Contractor’s employees, performing work in support of this contract shall have been granted a Secret security clearance from the DOD Consolidated Adjudication Facility (DOD CAF). The DD 254 will be forwarded to the Contractor upon award of the contract. The Contractor shall comply with all security policies and procedures that apply to DoD, PFPA, and WHS/EM. Security procedures shall be made available to Contractor personnel. The Contractor shall immediately report any situation that may influence the security clearance of any employee involved in laboratory testing operations. Testing occurs primarily at the existing Biosafety Level (BSL) 2/3 CBRN Laboratory located on the Pentagon Reservation. The Contractor shall also provide, operate, and maintain a warm-based off-site BSL 2/3 reach back laboratory (RBL) as an alternate location to receive and analyze samples.
The RBL is primarily used during continuity of operations (COOP), exercises, and incidents or surge events and the Contractor shall be capable of operating both the Pentagon and RBL laboratory locations simultaneously. The RBL shall be located within 35 miles of the Pentagon and within 70 miles of Raven Rock Mountain Complex (RRMC) to allow for timely sample delivery. The contractor shall maintain ISO 17025:2017 accreditation for Biological Testing at both the Pentagon and RBL facilities to ensure confidence in results.

Period of Performance
5-year period of performance with one (1) Base Period and four (4) Option Years

Place of Performance
The contract will primarily be performed at the existing Biosafety Level (BSL) 2/3 CBRN Laboratory located on the Pentagon Reservation with an off-site BSL 2/3 reach back laboratory (RBL) located within 35 miles of the Pentagon.
