CBP OTD Detecting Deception & Eliciting Responses (DDER) Training Support

Background
The U.S. Customs and Border Protection (CBP) Office of Training and Development (OTD) is seeking to establish a contract for rapport-based interviewing training, specifically focusing on Detecting Deception and Eliciting Responses (DDER). This training aims to enhance the skills of CBP personnel in developing trust with subjects to obtain information effectively.

The contract will support training sessions at the Advanced Training Center (ATC) in Harpers Ferry, WV, over a period of five years.

Work Details
The contractor will provide role player support services for DDER training, which includes:
- Delivering up to 24 training sessions per year based on fiscal year funding.
- Supplying four role players per session who possess acting skills and appropriate cultural knowledge relevant to scenarios involving Latin American, South Asian, East Asian, and Middle Eastern cultures.
- Ensuring role players can effectively simulate travelers from these regions to assist trainees in understanding methods needed to elicit information and detect deception.

Period of Performance
The contract will be performed over a total of 60 months from the date of award, with task orders potentially extending performance periods by an additional 12 months beyond the contract's ordering period.

Bidder Requirements
Bidders must be classified as Women-Owned Small Business (WOSB) under the Women-Owned Small Business Program. They are required to demonstrate experience in providing role-playing services within a training environment that emphasizes foreign language use and knowledge of cultural practices from Latin America, South Asia, East Asia, and/or the Middle East. Key personnel must meet specific educational and experience qualifications:
- Program Manager: Bachelor’s degree or 10 years of experience in program management; minimum 5 years’ experience required.
- Role Players: Degree or extensive knowledge of customs and languages from specified regions; minimum 5 years’ experience in role-playing/cultural expertise is preferred.
