CBP OTD Detecting Deception & Eliciting Responses (DDER) Training Support   2

Background
The U.S. Customs and Border Protection (CBP) Office of Training and Development (OTD) is seeking to establish a Firm-Fixed-Price contract for role player support services as part of the Detecting Deception and Eliciting Responses (DDER) training program. This training aims to enhance interviewing skills that foster trust and facilitate information gathering in a non-confrontational manner.

The training will take place at the Advanced Training Center (ATC) in Harpers Ferry, WV, with the goal of improving the effectiveness of CBP personnel in their duties.

Work Details
The contractor will provide role player support for DDER training sessions, which require up to 24 sessions per year. Each session necessitates four role players who must possess acting skills and cultural knowledge relevant to scenarios involving Latin American, South Asian, East Asian, and/or Middle Eastern backgrounds.

The contractor is responsible for ensuring that role players are adequately trained and prepared for each session. The curriculum includes delivering professional labor services under a firm-fixed-price arrangement, with specific tasks outlined in the Statement of Work.

Period of Performance
The period of performance for this contract is estimated to be from February 1, 2026 through January 31, 2027, with four one-year options available at the discretion of CBP.

Place of Performance
The contract will be performed at the Advanced Training Center (ATC) located in Harpers Ferry, West Virginia.
