Background
The U.S. Customs and Border Protection (CBP), specifically the Office of Human Resources Management (HRM) and the Planning, Program Analysis, and Evaluation Directorate (PPAED), is tasked with developing and implementing assessments for entry-level selection and promotion within mission-critical occupations.

The goal of this contract is to manage competency-based assessments for CBP entry-level applicants and promotional candidates, particularly for frontline positions such as Customs and Border Protection Officers (CBPOs) and Border Patrol Agents (BPAs).

Work Details
The Contractor shall provide a comprehensive computer-based test administration system that includes:

- Secure web-based administration of government-provided tests (both adaptive and non-adaptive)
- Applicant self-scheduling for testing appointments
- Integration with CBP systems for test scoring and reporting
- Management of communications with applicants regarding scheduling and completion of testing
- Provision of applicant support during testing
- Physically proctored test administration
- Remote/technologically proctored test administration
- Unproctored test administration
- Monitoring for unauthorized test exposure
- Ensuring system security through compliance with relevant regulations including system monitoring and web browser locking during testing sessions.

Period of Performance
The contract will have a base period of 12 months starting from August 19, 2025, with four optional 12-month extensions available.

Place of Performance
The work will be performed at various locations as determined by the needs of the CBP.
