Description

U.S. Customs and Border Protection (CBP), U.S. Border Patrol, Blaine Sector, requires snow and ice removal services for the following facilities:

1. Blaine Sector Headquarters in Blaine, WA
2. Blaine Border Patrol Station in Blaine, WA
3. Sumas Border Patrol Station in Sumas, WA
4. Bellingham Border Patrol Station in Bellingham, WA

The period of performance includes a base year and one option year. The period of performance for each contract period is as follows:

Base Year: 09/30/24-09/29/25
Option Year 1: 09/30/25-09/29/26
This is a Request for Quotations (RFQ). Quotations are due by September 9, 2024. This RFQ is issued as a total small business set-aside under NAICS code 561790 - Other Services to Buildings and Dwellings. The corresponding size standard is $9 million.

All responsible sources may submit a quotation which shall be considered by the agency. See Section V.5.1 of the RFQ for quote preparation and submission instructions.

It is anticipated that award will be made on or about September 20, 2024.

Sustainable acquisition requirements apply, including the use of sustainable de-icers and salts.

In order to be considered for award, vendors must be registered in the System for Award Management (SAM) at www.sam.gov prior to the solicitation closing date. Interested vendors not already registered in SAM are strongly encouraged to register as soon as possible.

Quotes shall be submitted by e-mail to Eric Neckel at eric.r.neckel@cbp.dhs.gov with the subject line "RFQ #70B03C24Q00000370 - Blaine Snow Removal." Quotes submitted via traditional mail will not be accepted.

Background
The U.S. Customs and Border Protection (CBP), specifically the U.S. Border Patrol Blaine Sector, is seeking snow and ice removal services for its facilities located in Blaine, WA, Sumas, WA, and Bellingham, WA.

The goal of this contract is to ensure safe access to these facilities during winter weather conditions by effectively managing snow and ice accumulation.

Work Details
The contractor will provide comprehensive snow and ice removal services at the following locations: Blaine Sector Headquarters, Blaine Border Patrol Station, Sumas Border Patrol Station, and Bellingham Border Patrol Station.

Services include:
1. Plowing, collection, and removal of snow and ice.
2. De-icing and sanding as necessary to maintain safe conditions on sidewalks and pavements.
3. Services must be performed as needed on a 7-day basis including holidays between 7:00 a.m. and 4:00 p.m., with completion prior to 7:00 a.m. for overnight accumulations.
4. The contractor must develop a tailored snow removal plan within 15 days post-award that includes priority areas for clearing and proposed materials for ice removal.
5. Snow removal is triggered automatically when accumulations reach two inches or more or if drifting reaches six inches or more.

Period of Performance
The contract has a base year from September 30, 2024, to September 29, 2025, with an option year extending from September 30, 2025, to September 29, 2026.

Place of Performance
The services will be performed at the following locations in Washington State: Blaine Sector Headquarters in Blaine, WA; Blaine Border Patrol Station in Blaine, WA; Sumas Border Patrol Station in Sumas, WA; Bellingham Border Patrol Station in Bellingham, WA.
