Description

U.S. Customs and Border Protection (CBP); Air & Marine Operations hereby issues this Request for Information (RFI) to gauge industry capabilities in support of its Resilience Engagement Division (RED) in matters pertaining to critical incident response. This release is for market research purposes only to determine available sources.

Responders are advised that the government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. The full RFI and Draft Statement of Work are attached to this announcement.

Background
U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) safeguard the nation by leveraging aviation and maritime law enforcement expertise, innovative capabilities, and strategic partnerships to anticipate and confront security threats at and beyond the border. AMO's mission involves round-the-clock monitoring of air, maritime, and land borders; defending against terrorist threats; detecting and deterring illicit trafficking of persons, drugs, weapons, money, and other goods; and disrupting criminal networks. Contractors are integral to AMO operations, providing essential support to government employees across various positions within AMO Headquarters (HQ) and field sites.

The Resilience Engagement Division (RED) is performing market research to determine available sources for supporting its Critical Incident Response Team (CIRT).

Work Details
The contractor will provide a dedicated Psychologist specializing in trauma who will train CIRT members in administering psychological first aid during high-stress incidents. Responsibilities include: conducting one-on-one visits, consultations, and preliminary assessments for staff needing assistance; providing instruction at AMO Academy or Headquarters while maintaining a professional appearance; ensuring compliance with security requirements; safeguarding controlled unclassified information; completing necessary training before accessing DHS information systems; delivering psychological support during CIRT activations both remotely and on-site; guiding employees to local services post-incident; and ensuring all personnel comply with CBP's administrative, physical, and technical security controls.

The contract will be performed across various Air and Marine regions including Southeast, Southwest, Northern Border, as well as locations such as Riverside, CA; Oklahoma City, OK; Brunswick, GA; St. Augustine, FL; and other specified Air and/or Marine branches within the United States and Puerto Rico.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA); possess a Doctoral degree in psychology from an APA or CPA accredited program with a specialty in Trauma; hold a full license to practice psychology at the doctoral level in a U.S. jurisdiction; have a minimum of five years' experience working with military or federal law enforcement agencies; demonstrate ability to deliver training on stress reactions and psychological first aid; possess experience responding to high-stress situations with trauma exposure; have knowledge of Critical Incident Stress Management model.
