Background
The 7th Contracting Squadron (7 CONS) at Dyess Air Force Base, Texas, is conducting market research on behalf of the 7th Security Forces Squadron (7 SFS) to identify qualified commercial sources capable of providing turnkey quarterly indoor firing range cleaning services.

The goal is to ensure compliance with federal standards and maintain the operational integrity of the indoor small arms firing range.

Work Details
The contractor shall provide all management, personnel, equipment, supplies, tools, transportation, supervision, and other necessary items to perform cleaning of the indoor small arms firing range.

Key tasks include:
1. Vacuuming of loading points/firing points and firing lanes to remove dust and debris.
2. Vacuuming of Bullet Trap (Base, Ramp, and Throat).
3. Cleaning of Bullet Trap debris collection at the rear of the facility.
4. Proper disposal of all cleaned range debris/residue in labeled containers by the contractor.
5. Replacement and disposal of air filters quarterly: GRAINGER Cartridge Air Filter (20 in x 24 in x 12 in) and KOCH Pleated Air Filter (24 in x 20 in x 2 in).

The contractor must comply with OSHA, EPA, and DOT regulations regarding hazardous waste handling and disposal.

Period of Performance
The total period of performance shall not exceed five years, consisting of a 12-month base period and four optional 12-month periods with quarterly cleanings scheduled throughout.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), possess current Hazardous Waste Operations and Emergency Response (HAZWOPER) certification (40-hour for supervisors and 24-hour for workers), and ensure all personnel have proper personal protective equipment (PPE) for lead-contaminated environments.

The 7th Contracting Squadron (7 CONS) at Dyess Air Force Base, Texas, is issuing this Sources Sought Synopsis / Request for Information (RFI) on behalf of the 7th Security Forces Squadron (7 SFS) to conduct market research in accordance with RFO Part 10. The Government is seeking qualified, experienced commercial sources capable of providing turnkey, quarterly indoor firing range cleaning as outlined in the Attached PWS .

This notice is for market research and planning purposes only and does not constitute a formal solicitation, Request for Proposal (RFP), or Request for Quotation (RFQ). Information received will assist the Government in determining the appropriate acquisition strategy, evaluating potential socioeconomic set-asides under NAICS 562910 (Environmental Remediation Services, size standard $25.0M), and developing the Independent Government Estimate (IGE).

Prospective offerors are requested to submit a:

Statement of Capability (SOC) and an informal, non-binding Rough Order of Magnitude (ROM) ballpark pricing estimate in accordance with the attached Sources Sought document
