CATM Range cleaning and lead waste disposal

Background
This presolicitation notice is issued for the cleaning and lead waste disposal services at the Combat Arms Firing Range, Building #605, located at Spangdahlem Air Base, Germany.
The mission of this contract is to maintain a safe and clean environment by ensuring that all dust, dirt, and lead waste are effectively removed and disposed of in compliance with safety standards.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to perform the cleaning of the Combat Arms Firing Range.
Key tasks include:
1. Cleaning and lead waste removal from the firing range;
2. Quarterly removal and replacement of 55-gallon drums from the Auger system and 20-gallon drums from the Dust Collection Unit (DCU);
3. Monthly inspection, cleaning, and replacement of eight DCU filters;
4. Quarterly vacuuming and washing down of all exposed surfaces in the Auger and DCU room;
5. Monthly removal and replacement of filters on roof and side handler systems;
6. Bi-weekly vacuuming and mopping of the firing range floor;
7. Semi-annual cleaning behind the Action Target TCT-4 system;
8. Ensuring compliance with personal protective equipment regulations during cleaning processes.

Period of Performance
Base Year: 30 Sep 2026 - 29 Sep 2027; Option Year 1: 30 Sep 2027 - 29 Sep 2028; Option Year 2: 30 Sep 2028 - 29 Sep 2029; Option Year 3: 30 Sep 2029 - 29 Sep 2030; Option Year 4: 30 Sep 2030 - 29 Sep 2031.

Spangdahlem Air Base, Germany.

Bidder Requirements
Bidders must ensure that all personnel are equipped with personal protective equipment compliant with local regulations for lead waste handling.
Additionally, contractors must have experience in hazardous waste disposal and be able to provide a quality control program to ensure compliance with service standards.
