Background
This solicitation is for Catholic Religious Education Coordinator services at Spangdahlem Air Base, Germany. The contract aims to provide religious education opportunities in accordance with guidelines from the Archdiocese for the Military Services (AMS) USA and relevant Department of the Air Force Instructions. The contractor will play a crucial role in overseeing the Catholic religious education program at the base.

Work Details
The contractor, referred to as the Catholic Coordinator of Religious Education (CRE), will be responsible for:

1. Providing comprehensive Catholic religious education and sacramental formation programs.
2. Ensuring all scheduled classes are conducted as planned and maintaining accurate sacramental records with the Archdiocese within specified timeframes.
3. Recruiting and training volunteer catechists to fill at least 90% of required positions by the start of the school year, including providing a documented recruitment plan for any remaining vacancies.
4. Managing volunteer background checks to ensure all volunteers have favorably adjudicated checks prior to beginning service and that they possess appropriate badges.
5. Maintaining attendance records and submitting them to the Catholic Chaplain weekly, ensuring no more than two late submissions per quarter.
6. Preparing and distributing publicity materials for events at least seven days prior to deadlines.
7. Attending coordination meetings and submitting a yearly calendar of events for approval.

The period of performance consists of a base year commencing August 1, 2026, with four option years available.

Bidder Requirements
Bidders must meet several requirements:

1. Be a Confirmed Catholic in good standing with the church.
2. Be a certified AMS Catechist or obtain certification within six months after contract award.
3. Provide a Certificate of Youth Protection Training per the Dallas Charter from recognized training sources.
4. Have at least three years’ experience using Microsoft Office applications; familiarity with design applications like Canva is desirable.
5. Ability to work in a religiously pluralistic environment and communicate effectively in English, both spoken and written.
6. Successfully obtain a favorable background check as per DODI standards.
