Background
The United States Army Corps of Engineers (USACE) is tasked with maintaining Cathodic Protection (CP) systems installed on Defense Logistics Agency (DLA) capitalized facilities for Department of Defense (DOD) installations worldwide.

The goal of this contract is to perform CP surveys and corrosion control actions primarily for petroleum facilities located at Defense Fuel Support Points (DFSPs) on U.S. and overseas military installations that store petroleum products capitalized by DLA Energy (DLA-E).

Work Details
The contractor shall obtain the services of a corrosion expert and conduct annual CP Surveys at all site locations listed in Appendix A to ensure compliance with federal, state, and local regulations.

The contractor will survey all structures with installed CP systems, determine if other structures require CP per applicable codes, and assess if structures that do not currently have CP may benefit from its application.

The contractor is responsible for interviewing local staff, researching existing site conditions, and providing a report documenting the complete CP inventory and an annual condition assessment of each CP system’s operability, effectiveness, and maintainability.

Reports must include recommendations for protecting existing POL facilities from corrosion and restoring CP systems to optimal conditions. Monthly updates on project progress must be provided in a specified format. The contractor must also comply with all security regulations while working on military installations.

Period of Performance
The contract will be performed over a specified duration that includes task order award through project completion, with specific timelines for surveys and reports outlined within the scope of work.

Various military installations worldwide.
