Red River Army Depot (RRAD), Texarkana, TX, intends to award a sole source contract for Caterpillar Technical Support and Supply Chain Management services in support of the RRAD Caterpillar Engine Rebuild Program to Caterpillar Inc.

The statutory authority permitting Other Than Full and Open Competition for this action is 10 United States Code (U.S.C.) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. The specific citation applied is FAR 6.302-1(a)(2)(ii) and (iii)(A): Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. and (iii) For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government anticipates issuing a solicitation on or around 18 November 2020 and Awarding the contract on or around 22 April 2020. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
