Description

This is a Presolicitation/Synopsis notice being conducted by the United States Navy for an anticipated sole source contract to Caterpillar Defense (CAGE: 11083) to provide lifecycle, modernization and in-service support for the engine lines listed in Appendix 1 and their related shipboard auxiliary and support systems. The Naval Surface Warfare Center, Phialdelphia Division (NSWCPD) intends to award a Time & Materials (T&M) and Firm-Fixed Price (FFP) contract to provide support required to involve technical, logistics, training, administrative and program management efforts related to diesel engine lifecycle and in-service concerns. The contractor shall provide all services, personnel, facilities, expertise, technical information, special tools, supplies and incidental materials necessary to execute the performance requirements detailed in this SOW.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive proposals. However, all proposals received prior to 07 April 2025 will be considered by the Government. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.

Background
The United States Navy, through the Naval Surface Warfare Center Philadelphia Division (NSWCPD), is seeking to award a sole source contract to Caterpillar Defense for lifecycle, modernization, and in-service support of diesel engine lines and related shipboard auxiliary systems.

This initiative aims to ensure operational readiness, safety, and mission effectiveness of US Navy diesel engines while leveraging Caterpillar's unique expertise and access to technical information. The NSWCPD collaborates with Military Sealift Command and the US Coast Guard to address lifecycle issues related to diesel engine systems.

Work Details
The contractor will provide comprehensive lifecycle support services including:
1. Engineering & Technical Services:
- Technical issue resolution
- Engineering investigations and failure analysis
- Damage assessment and repair scoping
- Product improvements and new technology integration
- Technical documentation development
- Land-based and shipboard testing
2. Logistics Support Services:
- Engine configuration management
- Parts provisioning and technical manual updates
3. Engine Training Services:
- Development of training curriculum and courses
4. Program Management Services:
- Contract management, budgeting, scheduling, and progress tracking. The contractor must ensure that all personnel are trained, qualified, and capable of performing the required tasks efficiently.

Place of Performance
The work will primarily take place at locations specified by the NSWCPD, which may include various government installations.
