Discussions between industry and the mission partners for the CM requirement.

** This is an open discussion concerning the Category Management Program and follow-on effort. We highly encourage questions, feedback, recommendations throughout this open session. This is your time to be heard and shape the follow-on. **

Below are the previously posted RFI questions that will be utilized for discussion:

The Department of the Air Force (DAF) may acquire support services for the DAF Category Management (CM) program. The objective of the effort will be to support the CM Program Secretariat and the CM Program Support Office (PSO) with the execution, maturation, and adoption of the DAF CM program across the DAF enterprise.

  1. The Department of the Air Force has over 300,000 personnel and over a $60B budget. Does your firm any experience supporting/executing Category Management for an entity of a similar magnitude?
  2. Please provide your firm's success stories in delivering/managing CM services including identifying any successes as commercial, government and/or military environments and defining the qualitative/quantitative return on investment of those efforts.
  3. Please advise what current contract vehicle(s) (i.e., GSA Schedule, MAC, IDIQ, BPA) may be suitable to accommodate the scope of CM requirements. In addition, list whether you are a prime or teaming partner under the contract vehicle.
  4. Considering the tasks described in the DRAFT PWS, what are the recommended labor categories/skillsets/education your firm would recommend fulfilling the tasks relating to CM services?
  5. Given the broad scope of category management what type of reach back capability does your firm possess? How would your firm utilize this reach back capability? To clarify reach back means expert support to assist with resolving CM issues as they arise (not day to day).
  6. Given the high-quality talent that the Air Force is requiring for this effort, does your firm have the capability to recruit/retain in the Wright Patterson Air Force Base, OH area and the National Capitol Regional Area (Washington, DC)? Please explain?
  7. Does you firm have any suggestions on the evaluation criteria to ensure the Air Force receives quality work?
  8. What contract type do you recommend?
  9. Given the scope and magnitude of this requirement, does a Small Business have the experience required. If not what type of experience seems appropriate to allow a Small Business to prime.
  10. If this requirement is not set aside for a Small Business, do you have any recommendations for subcontracting goals/small business participation?
  11. If your firm can't meet the experience requirement to be a prime, what type of teaming arrangement would you utilize to meet the requirement?
  12. Please provide any additional comments or suggestions that may assist government.
  13. Please submit any additional questions or comments that may assist the government in defining the CM DRAFT PWS requirements.

Joint Base Andrews requires a 100% ID check. If a visitor does not possess proper identification (government issued CAC, dependent ID, Retired ID) for access to Joint Base Andrews, the visitor must comply with the action provided below. If you require access and you do not have a sponsor, please provide the following information below. Due to Personally Identifiable Information (PII) being provided, please password protect the visitors pass form and send a separate email with the password and send it to afdw.pkpks.afsts@us.af.mil. Do not send the form to the VCC. The VCC will process the request and those properly vetted DO NOT need to go to the VCC for passes. Simply drive to the gate and show a valid ID. The gate guard will check for clearance and allow entry. Due to Personally Identifiable Information (PII) being provided, please password protect the visitors pass form (not the email) and send a separate email with the password. Please submit all visitor requests and one-on-one request NLT 18 January 2023 by 15:00 EST.

  • Only place individuals who are 18 years of age and older and do not hold any form of ID onto the Function List.
  • List all guests in alphabetical order by last name, then first name, followed by their date of birth, and lastly, list their ID card and associated state and number in order to be vetted through the National Crime Information Center (NCIC).
  • All visitors vetted through NCIC, must have a form of State or federally issued ID (Driver's license State ID car, Passport, etc).
