The purpose of this amendment is to provide industry with responses to questions received during the in-person/virtual information presentation held on 23 March 2022. Offerers are cautioned that this is not a soliciation issuance.

The purpose of this amendment is to extend the registration and question submittal dates from 17 March 2022 to 21 March 2022 and to correct the contract specialist email address to stephen.m.winkler2.civ@us.navy.mil. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE BUT RATHER, NOTIFICATION OF A CONSOLIDATED AUTOMATED SUPPORT SYSTEM (CASS) FAMILY OF TESTERS (FoT) IN-PERSON/VIRTUAL INFORMATION PRESENTATION HOSTED BY THE NAVAL AIR SYSTEMS COMMAND (NAVAIR) AVIATION SUPPORT EQUIPMENT PROGRAM OFFICE (PMA260). This effort was previously posted under PRESOLICITATION NUMBER N68335-21-R-0369; however, all postings from this point forward will be posted under solicitation number N68335-22-R-0140. This announcement is cross-posted under both solicitation numbers.

The CASS FoT primarily provides support for United States Navy (USN), United States Marine Corps (USMC), and Foreign Military Sales (FMS) customers at the intermediate maintenance level of support both ashore and afloat in addition to naval aviation repair depots and international program's repair sites. The CASS FoT is now defined by three generations of family members and variants grouped by:

Mainframe CASS;
Reconfigurable-Transportable CASS or RTCASS; and
Electronic CASS or eCASS.

The purpose of the informational presentation is to provide potential Offerors a better understanding of the work required and to accept feedback on the Draft Performance Statement of Work (PSOW). To ensure attendees understand the work required, NAVAIR will provide the DRAFT PSOW package inclusive of the PSOW, available appendices, and contract data requirements lists (CDRLs) to potential Offerors for review and comment.

The presentation is limited to two (2) in-person attendees per company. Additional attendees may attend virtually. All attendees must register and include their email address to ensure the virtual meeting invite. NAVAIR is offering prospective prime contractors the opportunity to register for a 30 minute one-on-one session with Government personnel.

Attendees are encouraged to review the DRAFT PSOW and associated documents and submit questions or comments in writing by 21 March 2022 at 1200 EDT to Contract Specialist, Stephen Winkler, at stephen.m.winkler2.civ@us.navy.mil using the excel format provided. Potential Offerors are requested to specifically comment on areas of the PSOW that drive additional costs. Although questions are encouraged during the presentation or one-on-ones, the Government respectfully requests that all verbal questions are followed-up in writing to ensure a complete and thorough response. Any proprietary information provided in the questions or comments shall be marked or annotated accordingly. An amendment to this posting containing an abstract of the questions and the Government's responses will be made publically available on www.sam.gov.

Instructions on how to attend the virtual event will be provided following the close of this notice to each respondent of this posting.

All interested parties shall fill out the attached registration form and email to the Contract Specialist, Stephen Winkler, at stephen.m.winkler2.civ@us.navy.mil by 12:00 EDT on 21 March 2022. The Government many not be able to accommodate late submittals. All interested parties must provide names of all attendees (virtual and/or in-person) and provide a response for all questions on the registration form, particularly your interest in scheduling a one-on-one session.
