This SOURCES SOUGHT NOTICE and REQUEST FOR INFORMATION (RFI) is for market research and planning purposes only and shall not be considered to be an obligation by the Government to acquire any products or services. Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: Determine what sources exist that can satisfy ALL the Government's requirements in attached PWS, Determine the capabilities of potential contractors, Determine the size and status of potential sources, and Determine the level of competition. Please note Page 37 of the PWS is the license requirement for Open Text eDOCs DM/RM System. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

Interested parties are requested to respond to this RFI with a white paper.

White papers in Microsoft Word for Office 2000 compatible format are due no later than 8 Jul 25, 12:00 PM EST. Responses shall be limited to 3 pages for Section 2 and submitted via e-mail only to jonathan.maraggun@ed.gov & robert.carey@ed.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum:

Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact.

Background
This SOURCES SOUGHT NOTICE and REQUEST FOR INFORMATION (RFI) is issued by the Office for Civil Rights as part of market research to identify potential contractors capable of fulfilling the requirements outlined in the attached Performance Work Statement (PWS). The goal is to assess the capabilities, size, and status of potential sources for providing Case & Activity Management System (CAMS) Technical Support Services. The agency emphasizes that this announcement is not a commitment to acquire products or services.

Work Details
The contractor will provide technical support services for the CAMS application, ensuring compliance with accessibility standards under Section 508. Key tasks include:
- Providing Tier 2/3 help desk support for up to 250 requests or 200 labor hours.
- Ensuring CAMS operates at 99.999% availability and addressing reported DM/RM issues.
- Documenting problems and solutions, automating Tier 1 support where possible.
- Delivering monthly status reports and annual training documentation for self-training on CAMS tools.
- Troubleshooting and maintaining continuous operation during extended business hours, including after-hours support if CAMS fails.
- Conducting four recorded user training sessions annually on CAMS features and functionality.
- Maintaining and developing administrative functions related to Document Manager (DM), Records Management (RM), Case Management System (CMS), and Activity Management System (AMS).
- Ensuring compliance with Federal Records Regulations and managing Controlled Unclassified Information (CUI).
- Developing a documented Disaster Recovery architecture that meets recovery objectives, supporting continuity of operations planning, and ensuring compliance with cybersecurity regulations.
