CASA 212 Reset Program   2

The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) has a requirement to procure Aircraft Maintenance Refresh (AMR) activities (factory rebuilding) on approximately 5 CASA 212-200 aircraft located at multiple locations within the Contiguous United States (CONUS). The required AMR activity includes but is not limited to Original Equipment Manufacturer (OEM) repairs, depot level maintenance actions and cockpit Line Repairable Unit (LRU) replacements to meet Federal Aviation Administration (FAA) 2020 mandate, general safety and operational improvements. This would include repair, overhaul, and inspection of the CASA 212-200 using original design and manufacturing specifications. The AMR activities include the removal of obsolete and legacy equipment, wiring identified during the aircraft inspection, replacement of legacy avionics suite, and overhaul of Aircraft. USSOCOM intends to issue a contract to Airbus Defense Space and Military Aircraft Inc. (ADSMA), 8100 Airbus Military Drive, Mobile AL 33068. The associated North American Industrial Classification System (NAICS) code is 336411.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the time set for receipt of such capability statements will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition.
