Description

Project Description: The work consists of demolition of an existing concrete floodwall, roadway, sidewalks, and storm drainage utilities, along with the construction of an over-the-levee access ramp using material from a borrow pit nearby, temporary flood protection, structural excavation and backfill, backfill, steel sheet piling, reinforced concrete floodwall, storm drainage utilities, permanent sidewalk, steel swing gates and other incidental work. The Caruthersville Floodwall Replacement includes the replacement of approximately 3,000 linear feet of existing concrete floodwall located in Caruthersville, MO along the right or west bank of the Mississippi River. The new floodwall will be designed as an inverted T-type continuous concrete wall (T-Wall), which will be comprised of individual concrete T-Wall monoliths with a continuous sheet pile cut-off wall. The surrounding levee reaches adjacent to the new floodwall is not included in this project, with the exception of structure tie-in points. The project includes seven (7) gated openings for access to the flood side of the floodwall. One of the openings provides only pedestrian access for the Casino. Gate closure structures in the form of swing gates will be provided at each opening. A few modifications will be made to the existing floodwall footprint. Over the levee access will be provided north of the existing Carleton Avenue opening. The opening at Carleton Avenue will be permanently closed, and the existing floodwall replaced with new floodwall in its existing footprint. The existing alignment will be straightened as much as possible as to limit the amount of turns in the new floodwall to be constructed, except the floodwall north of Carleton Avenue. This alignment will remain the same.

Acquisition Strategy: This is a Small Business Set-Aside, Firm Fixed Price, Best Value requirement

Basis for Award: A Request for Proposal will be issued and the resulting contract award will be a Firm-Fixed Priced Contract. There will be no public bid opening. The basis of award is Best Value Trade-Off Method. This process permits tradeoffs among cost/price and non-cost factors and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best value contract award. To receive consideration for award, a rating of no less than Acceptable must be achieved for each factor. Offerors will be cautioned that the award may not necessarily be made to the lowest cost or price offered.

Work Location: Caruthersville, Missouri (Pemiscot County). The exact location will be as indicated on the contract drawings

Magnitude of Work: Between $10,000,000 and $25,000,000

Contract Duration: 1100 calendar days

Background
