Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on W912PM25PA006, awarded to Athena Technologies for subsurface investigation and geotechnical laboratory testing (HATTERAS FERRY-ROLLINSON CHANNEL AND BIG FOOT SLOUGH CHANNEL-SILVER LAKE HARBOR 2025). The prior work description aligns with the current requirement for vibracore sampling/subsurface investigation and subsequent geotechnical laboratory testing to support coastal storm risk management, suggesting the effort may be a continuation of similar field sampling and lab testing services in a Corps coastal environment.
