This is a REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. In accordance with Revolutionary Federal Acquisition Regulation Overhaul 15.101(c), the Government does not intend to award a contract based on this RFI or otherwise pay for information requested. The information will be treated as information only and not as a proposal. This is not a solicitation announcement nor a request for quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this RFI must be in writing.

The purpose of this RFI announcement is to conduct market research to make appropriate acquisition decisions and to gain knowledge of potential qualified offerors interested and capable of providing the Cardiac Output Monitoring System described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area of expertise and experience to fulfill the requirement.

The Defense Health Agency Contracting Activity, 808 Schreider Street, Fort Detrick, MD 21702, is seeking to understand the capabilities of potential qualified Contractors who can provide the supplies and/or services for the following:

Minimum Essential Characteristics: Cardiac Monitoring Platform

The United States Army Institute of Surgical Research (USAISR) seeks a device that can monitor cardiac output (CO) and derive hemodynamic parameters in a hospital setting. The USAISR requires a CO monitoring device that utilizes a Swan-Ganz catheter to monitor hemodynamic parameters. The device's proprietary coded output must be compatible with USAISR's unique internal data logging systems. This is required to maintain historic and current protocol data continuity and workflow. Inability to meet these requirements will inhibit comparisons of current and future studies to USAISR historical data resulting in loss of data, and efforts.

The CO Monitoring Platform shall have the following specifications:

  1. Ability to measure the following: mixed venous oxygen saturation (SvO2), CO, stroke volume, systemic vascular resistance, right ventricular ejection fraction, right ventricular end diastolic volume, pulmonary artery pressure, and pulmonary artery occlusion pressure.
  2. Utilization of the Edwards Lifesciences 7.5 FR Swan-Ganz CCOmbo V set or a Swan-Ganz of equal functionality and performance that provides continuous monitoring of SvO2 and measures continuous calculation of cardiac output by using thermodilution principles.
  3. Equipment dimensions equal to or smaller than 342 x 388 x 208 mm (height x width x depth)
  4. Equipment shall weigh less than 22 lbs
  5. Equipment ingress protection of at least IPX1
  6. Display size of at least 15 inches.
  7. At least two (2) COM1 serial port connectors, RS-232
  8. Operational environmental specifications:
    1. Temperature range: 0 to 37 C
    2. Relative humidity: 10-90% non-condensing
    3. Altitude: 0 to 3,000 meters
  9. Transportation environmental specifications:
    1. Temperature range: -18 to 45 C
    2. Relative humidity: 20 to 90% non-condensing
    3. Altitude: Maximum 6,096 m for up to 8 hours
  10. Monitor battery must have these technical characteristics:
    1. Output voltage (nominal) 14.4 V
    2. Maximum discharge current 4.096 A (8.5 A at 25 C)
    3. Cells 8 x Li-Ion (lithium ion)
  11. Monitoring platform technical specifications:
    1. Input/Output
      1. Projective capacitive touch screen
      2. At least two (2) RS-232 serial ports: Maximum data rate = 57.6 kilo baud
      3. At least three (3) USB ports: 2 x USB 3.0; 1 x USB 2.0
      4. At least one (1) RJ-45 ethernet port
      5. At least one (1) HDMI port
    2. Heart Rate average display
      1. Response time: 40 seconds for step increase from 80 to 120 beats per minute (BPM), 29 seconds for step decrease from 80 to 40 BPM.
      2. CO monitoring on: Averaging time: Time between CO measurements (3 to 21 minutes); Update rate: Approximately 1 minute; Response time: 175 seconds for step increase from 80 to 120 BPM, 176 seconds for step decrease from 80 to 40 BPM.
    3. Electrical
      1. Rated supply voltage: 100 to 240 Vac; 50/60 Hz
      2. Rated input: 1.5 to 2.0 Amps
      3. Fuses: T 2.5AH, 250V; High breaking capacity; Ceramic
    4. Alarm
      1. Sound pressure level: 45 to 85 dB(A)
  12. Utilization of a Swan-Ganz patient cable with the following parameter measurement specifications:
    1. Continuous Cardiac Output
      1. Range: 1 20 Liter/minute
      2. Reproducibility: 6% or 0.1 Liter/minute, whichever is greater
      3. Maximum thermal filament surface temperature 48 C
    2. Intermittent (bolus) Cardiac Output
      1. Range: 1 20 Liter/minute
      2. Reproducibility: 3% or 0.1 Liter/minute, whichever is greater
    3. Blood temperature
      1. Range: 15 to 45 C
      2. Accuracy: 3 C
  13. Roll Stand:
    1. Compatible rolling stand with bracket and plates for cardiac output monitoring system
      1. Base Dimensions: 12-15 inches wide x 10-12 inches deep to allow
      2. Height: Non-specific but need to be adjustable
  14. Warranty and Product Support:
    1. 12-month standard warranty
    2. 24-month product support and protection plan
