Description

CARCOSA will develop cyber technologies for use by warfighters in the field during tactical operations, and which provide enhanced situational awareness of the immediate battlespace, all while being suitable for both novices and advanced practitioners.
Background
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals to create novel cyber technologies for use by warfighters in the field during tactical operations. The CARCOSA program will develop cyber technologies for use by warfighters in the field during tactical operations, and which provide enhanced situational awareness of the immediate battlespace, all while being suitable for both cyber novices and advanced cyber practitioners. The program is organized into two phases, with an additional option for a 12-month Transition Phase. This BAA is soliciting proposals for all three (3) phases.

Work Details
Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. Performers will collaborate with military stakeholders to explore cyber technology for specific use cases. CARCOSA will develop new tactics, techniques, and procedures (TTPs) through conduct of exercises and proof-of-concept demonstrations of prototype technologies with transition partners.

Period of Performance
The CARCOSA program is a 38-month program organized into two phases, with an additional option for a 12-month Transition Phase. Phase 1 is 20 months (Base), and Phase 2 (Option) is 18 months.
