Cano Martin Pena Ecosystem Restoration Project (CMP-ERP) Contract 3 Phase 1, Excavation and Stabilization

Background
The Caño Martin Peña Ecosystem Restoration Project (CMP-ERP) is being conducted by the government to restore and enhance the ecological health of the Caño Martin Peña area in San Juan, Puerto Rico. The mission of this project is to improve water quality, restore habitats, and enhance community resilience against flooding.

The goal of this contract is to execute Phase 1 of the project, which focuses on channel excavation and stabilization to support the overall restoration efforts.

Work Details
The contractor will be responsible for providing all labor, materials, equipment, and supervision necessary for construction services as per specifications and drawings outlined in the solicitation. Key tasks include:

- Site development for Ciudad Deportiva Roberto Clemente Material Management Area;
- Dredging operations including a 3,000-meter access channel across San José Lagoon;
- Dredging of various disposal pits;
- Installation of sheet piles and concrete caps along channels;
- Construction of riprap channels for foundation protection;
- Environmental protection measures;
- Traffic control;
- Turbidity monitoring;
- Demolition;
- Vibration monitoring;
- Soil erosion and sediment control;
- Mobilization and demobilization;
- Site clearing and grubbing;
- Excavation (cut and fill);
- Offsite disposal;
- Aggregate paving;
- Asphalt paving;
- Sodding;
- Installation of chain link fences and guardrails;
- Construction of concrete docks with fender systems and mooring cleats.

Place of Performance
The construction projects will take place in San Juan, Puerto Rico.
