Amendment#1 is hereby issued to provide a question with the ATF Program Office answer that pertains to canine solicitation # DJA-15-AHDQ-R-0004: The Question and Answer follows:
Question:

In order to plan breeding's and expected timeline for dogs to be ready it would be helpful to know how many dogs per class.

Answer:

ATF is only obligated to either purchase one qualifying canine during the life of the contract, or make the offer to procure and document a contractor's response if in fact it is a negative one. Many times we reach out to contractors requesting canines and they may not have them available, thus we made the attempt to purchase from them, and they failed to provide the canine. This would "not" be a negative mark against the contractor, since we know canines will never be readily available. We set up multiple contracts with many contractors for this specific reason.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is issuing a solicitation for Canines for the National Center for Explosives Training and Research Division (NCETR) National Canine Division (NCD) located at 122 Cavalry Drive Front Royal, VA 22630 area. The Government contemplates award of a Multiple Award, Firm Fixed Price, indefinite delivery and indefinite quantity (IDIQ) contract for one (1) base year and four (4) option years using commercial item procedures under FAR Part 12 and 13. Proposals may be submitted only by response to the attached solicitation package. Proposals must reference solicitation # DJA-15-AHDQ-R-0004. If you intend to submit a proposal ensure all applicable blocks are completed on the Standard Form SF 1449 and all certifications and representations throughout the actual solicitation are completed. Complete pricing per canine is required in Section B for the base year and all option years. Your proposal MUST address all aspects of the Statement of Work. Your technical approach and price proposal MUST be in accordance with the solicitation to include your past performance references. Within the solicitation follow closely Section B Page 4 (Pricing), Section C Page 10 (Statement of Work), Section L Page 27 (Instructions) and Section M Page 29 (Evaluation Factors). All interested parties must submit a proposal by April 14th, 2015 no later than 5:00 PM Eastern Standard Time. This contract will be awarded to the contractor(s) that are most advantageous to the Government. Proposals must include their technical approach, past performance, price as per the attached solicitation DJA-15-AHDQ-R-0004. All questions must be submitted by March 18th, 2015 no later than 3:00 PM Eastern Standard Time. No questions will be answered after this date. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation number DJA-15-AHDQ-R-0004. See Statement of Work Section C within the Solicitation for complete specifications. All canines will be tested for suitability prior to acceptance program. Canines that exhibit aggressive attitudes towards humans or other canines will not be accepted. Proposals if they need to be mail can be sent to ATF Logistics Acquisition Division attn: Jim Huff 99 New York Ave NE Washington, DC 20226, otherwise E-mail proposals are the preferred method by using james.huff@atf.gov. Instructions should be followed in accordance to the solicitation number DJA-15-AHDQ-R-0004. There will be two (2) attachments for this requirement. Attachment one is Canine Solicitation DJA-15-AHDQ-R-0004 and the second attachment is the ATF Standard Canine Vendor Site Inspection. The NAICS code is 112990. Any contract(s) awarded as a result of the solicitation will be for one base year plus up to four option years.
