Description

The purpose of this requirement is to procure an annual subscription that provides access to the Candid database for use in the Interagency Coordination Division to use to provide non-Federal Recovery resources to survivors who may not qualify for Federal programs or in an area in which a disaster is not declared. Access to this platform would bolster Interagency Coordination Division's capacity to coordinate the programs and subject matter expertise of the Federal interagency and combine it with private sector and non-profit resources available in the Candid database. Access to this database will streamline and enhancing both the speed and efficiency in Federal Emergency Management Agency's ability to provide disaster recovery assistance and vital resources outside of the Federal scope and strengthen States, Localities, Tribes, and Territories, non-profits, and external stakeholders' capabilities in restoring critical infrastructure, protecting public health and safety, and facilitating community recovery after major disasters.

Background
The U.S. Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), aims to procure an annual subscription to the Candid database. This platform is intended for use by the Interagency Coordination Division to provide non-Federal recovery resources to disaster survivors who may not qualify for Federal programs or in areas where a disaster has not been declared.

The goal is to enhance FEMA's capacity to coordinate with both Federal and private sector resources, thereby improving disaster recovery assistance and community recovery efforts.

Work Details
The contract involves procuring access to Candid’s Foundation Directory Online, which includes over 242,000 grantmaker profiles and 24.9 million historical grants. The platform provides comprehensive information on private, corporate, and government grantmakers, featuring advanced search capabilities, export options, reporting features, and robust user management and training resources.

Candid ensures data accuracy by sourcing directly from the IRS and funders. Market research indicated that no other commercial grant databases matched Candid’s depth or data validation methods, making it essential for FEMA's operational needs.

Period of Performance
The contract is set to be performed annually with a subscription model extending through December 2025.

Place of Performance
Washington DC UNITED STATES

Bidder Requirements
Only Candid is capable of providing the required platform due to its unique and highly specialized nature. Competing products do not meet the necessary criteria for functionality, efficiency, or data integrity required by FEMA.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, with the prior contract 70FB8025C00000021 awarded to Candid for a 12-month subscription valued at $56,285 (09/29/25–09/28/26). The described work—purchasing annual access to the Candid grant management platform/database for FEMA use—matches the current requirement for an annual subscription to support disaster recovery resource coordination. The continuity of the same platform and subscription-based period suggests this procurement may be renewing or continuing the existing licensing arrangement.
