Special Notice: Industry Day Announcement:

The FEMA, NCP Integrated Public Alert and Warning System (IPAWS) Division intends to held an Industry Day on June 9, 2021 at 11:00 AM EDT for the IPAWS Management Support Services Contract. The Industry Day is planned to be held virtually and pre-registration is required to participate. Please see attachments for further information.

Interested parties must complete registration online at: https://fema.zoomgov.com/webinar/register/WN_Wy9hx_zrQZGwC1HFdriwKA by June 4, 2021 at 5:00PM EDT. Registration on the day of the event is not allowed.

Background
The National Continuity Programs Integrated Public Alert and Warning System (IPAWS) Division of FEMA seeks to establish an emergency management software certification process in accordance with Section 1756 of Public Law 116-92 (FY2020 National Defense Authorization Act).
The legislation directs the Administrator to ensure that incident management and warning tools used by State, Tribal, or local governments to originate and transmit alerts comply with requirements for lab testing, cyber framework certification, developer certification, and rights of ongoing testing.

Work Details
Scope of Work: The contractor shall establish a process to ensure that incident management and warning tools used by SLTT governments to originate and transmit alerts meet the following requirements:
- Ability to test an incident management and warning tool in the public alert and warning system lab
- Ability to certify that an incident management and warning tool complies with applicable DHS and NIST cyber frameworks
- A process to certify developers of emergency management software
- Require developers to provide FEMA IPAWS with a copy and rights of use for ongoing testing of each version of software before first use by SLTT governments

Required Activities: Develop an approach satisfying the NDAA requirements, including considerations for:
- Training in a closed testing environment for less errant alerts
- Using third-party certification for impartial judgment
- Ensuring all tools have consistent IPAWS capabilities for WEA, EAS audio, and polygon/FIPS selection
- Encouraging use of the IPAWS Test Development Lab (TDL)
- Incident warning tool providers offering customer and technical support

Deliverables:
- Start-Up Meeting (7 days after award)
- Draft Task Order Management Work Plan and Approach (17 days after award)
- Final Task Order Management Work Plan and Approach (27 days after award)
- Monthly Status Report with financial breakout (NLT 15 days after month end)
- Monthly Status Report Meeting (NLT 15 days after month end)

Period of Performance
One-year base period with four one-year option periods;
Full period of performance of three years if all options are exercised (Dates TBD)

Bidder Requirements
Key personnel must possess Top Secret security clearances.
Task Order Program Manager and Professional Support/Subject Matter Expert Lead require Top Secret; Program Manager II and III require Top Secret/SCI.
Additional labor categories may require Top Secret or Top Secret/SCI clearances as specified.
Other labor categories do not require security clearances.
