Background
The National Institutes of Health (NIH), part of the Department of Health & Human Services, issued RFQ No. C120673SB under the NITAAC CIO-SP3 Small Business GWAC on July 19, 2025. The purpose was to acquire comprehensive professional Information Technology (IT) services in support of the Offices of Research Services and Facilities (ORS/ORF).

However, due to significant changes in NIH's enterprise IT governance, acquisition strategy, and service delivery structure, the requirements outlined in this solicitation no longer align with the agency's operational needs.

Work Details
The original Statement of Work (SOW) aimed to provide a broad range of IT and Operational Technology (OT) support functions including application modernization, SharePoint and cloud migration, cloud transformation, infrastructure support, modernization engineering, proof-of-concept activities, expanded governance and PMO support, software development, Level II helpdesk services, enterprise hosting, systems architecture and integration, IT operations and maintenance, application sustainment, cybersecurity operations, network operations, asset management for data center support, and operational cloud support.

However, NIH is restructuring its service delivery into three primary operational domains: Science and Clinical IT; Facilities & Operational Technology (OT) IT; and Foundational IT. This restructuring necessitates a reevaluation of capabilities and responsibilities that were previously defined under a decentralized IT support model.

Period of Performance
The anticipated period of performance has been significantly shortened due to the transition of NITAAC’s CIO-SP3 contract vehicle to GSA.
