The purpose of this notice is to inform industry that the Government has decided to discontinue pursuit of this requirement. As a result, Solicitation Number 75ACF124R00007 is officially CANCELLED, and no further action will be taken.

PROCUREMENT UPDATE: September 30, 2024
The Government has considered the feedback on the draft solicitation and attachments and will not provide responses to previously submitted questions. A revised draft solicitation and attachments will be provided at a later date on SAM.gov.
In order to continue engaging with industry, ACF is considering conducting a site visit to the Greensboro Children's Center (GCC) in the month of November 2024. If your company is interested in attending, please complete the survey linked below. The survey will be used to gauge interest. Survey will close COB on October 11, 2024.

The purpose of this visit would be to provide vendors with an in-depth look at GCC's facility. Maps of the site and facility will NOT be provided with any solicitation. To understand layout of the buildings and line-of-sight requirements, in-person attendance is encouraged.

PROCUREMENT UPDATE: February 15, 2024
ACF appreciates industry's continued interest in the Office of Refugee Resettlement's (ORR) requirement. It remains the Government's intention to procure via full and open procedures in accordance with FAR Part 15.
We anticipate the release of the draft Request for Proposal (RFP) will occur on or about March 7, 2024. We anticipate the release of the RFP will occur early April 2024. The solicitation number for this effort remains at 75ACF124R00007.
The Government is tracking industry's request for a site visit to the Greensboro Piedmont Academy (GPA) Influx Care Facility (ICF) and is currently in the planning process. Please be patient as we are working through the process on how the site visit will operate. Additional information will be forthcoming in the coming week.

PROCUREMENT UPDATE: December 21, 2023
We greatly appreciate the industry feedback and questions received to the draft Performance Work Statement for Direct Care, Supervision (DCS) and Facilities Maintenance (FM) Services for Unaccompanied Children housed at the Greensboro Influx Care Facility (ICF), located in Greensboro, NC. We are currently considering industry feedback in the acquisition strategy and the PWS for Request for Proposal (RFP) issuance.
As previously stated during the APBI held May 9-11, 2023, ACF intends to solicit this requirement using full and open competition procedures. We anticipate the release of the RFP will occur late January/early February 2024. The solicitation number for this effort is 75ACF124R00007.
REQUEST FOR INFORMATION (RFI):
On May 09, 2023, the Administration for Children & Families' (ACF) Head of Contracting Activity advised industry partners at the Advanced Planning Brief to Industry (APBI) that Office of Refugee Resettlement (ORR) intends to issue a short-term sole source contract for Direct Care, Supervision (DCS) at the Greensboro Piedmont Academy (GPA) Influx Care Facility (ICF) while a long-term competitive action is planned and intended to be solicited in early Fiscal Year 2024.
The Notice of Intent to Sole Source the short-term Contract to Deployed Services, LLC was posted on May 10, 2023 on sam.gov. The short-term Contract for DCS was awarded on May 18, 2023.
As stated at the APBI, ACF intends to solicit the long-term competitive action in early Fiscal Year 2024. As part of this process, the Government Contracting Services (GCS) requests industry feedback and questions to the draft Performance Work Statement (PWS). Additionally, GCS requests vendor capabilities in response to the draft PWS.
Responses shall follow a 5 page limitation in MS Word with 12-font Times New Roman for feedback and questions. And a 3 page limitation in MS Word with 12-font Times New Roman for capability statements. Cover pages are excluded from this count.

Background
The Administration for Children and Families (ACF) is seeking to procure services for the Direct Care, Supervision, and Facilities Maintenance (FM) for Unaccompanied Children at the Greensboro Influx Care Facility (ICF) in Greensboro, North Carolina.
The goal of this contract is to provide comprehensive care and support for unaccompanied children in federal custody, ensuring their safety, well-being, and timely release to appropriate sponsors or transfer to other facilities. This procurement follows full and open competition procedures.
Work Details
The contractor will be responsible for providing direct care and supervision services, which include:
1. Direct Care of unaccompanied children, including all personnel, services, and resources necessary for their care and supervision.
2. Facilities Maintenance services to ensure safety and welfare at the ICF.
3. Admission and Orientation processes for new arrivals.
4. Comprehensive Case Management services tailored to the unique needs of each child.
5. Medical Services including routine health screenings and emergency care.
6. Line of Sight Supervision to ensure constant monitoring of children’s safety.
7. Program Management to oversee daily operations and compliance with ORR policies.
8. Custodial Services to maintain cleanliness and hygiene within the facility.
9. Security measures to protect children from harm.
10. Emergency Evacuation & Fire Detection System Management.
11. Waste removal services including medical waste disposal.
12. Laundry Services for personal items of children.
13. IT services to support operational needs.
Period of Performance
The anticipated Period of Performance is a base of 12 months with four additional 12-month option periods.
Place of Performance
The contract will be performed on-site at the Greensboro Influx Care Facility located in Greensboro, North Carolina.
