Background
The Department of Veterans Affairs is issuing this firm-fixed price requirement for Boiler Maintenance at the Canandaigua VA Medical Center (VAMC) in New York. The contract aims to ensure the safety and compliance of boiler operations through regular testing, inspection, calibration, and maintenance services over a base year and four option years.

Work Details
The contractor will perform the following tasks:

1. Annual Boiler Plant Safety Testing and Inspection, which includes checking water level controls, pressure containment, fuel train safety devices, burner and air train safety devices, and providing combustion reports from analyzers.

2. Semi-annual Calibration and Combustion Reset on three Keeler Water Tube Boilers and thirteen Invensys-Foxboro Analog Steam Flowmeters. This includes recording data on burner settings forms, performing combustion tuning with both fuel types, and checking/resetting calibration on steam flow meters.

The contractor must ensure all technicians have at least five years of relevant experience and maintain current certifications. A final report detailing all testing results must be submitted within five business days post-completion. The contractor is also required to respond to normal priority repairs within two business days and emergency repairs within four hours.

Period of Performance
The contract will be performed over one base year starting April 1, 2025, with four additional option years extending through March 31, 2030.
