Background
The Department of Veterans Affairs (VA) is seeking to procure shuttle bus services for the Western North Carolina VA Health Care System (WNCVAHCS). The primary mission of this contract is to provide reliable transportation for Veterans and staff within the Asheville, NC area, ensuring accessibility and convenience for those utilizing VA facilities.

The goal is to enhance the mobility of Veterans and staff while adhering to safety and operational standards.

Work Details
The contractor shall provide shuttle transportation services from VA ground parking lots to all VA buildings on campus, operating Monday through Friday from 6:00 AM to 6:00 PM, excluding federal holidays. Key requirements include:
- Provision of a minimum of 10 passenger vehicles equipped with handicap wheelchair lifts capable of transporting up to 2 wheelchairs alongside 10 passengers.
- Maintenance and repair services for all vehicles to ensure they are mechanically safe and meet state and local safety inspection requirements.
- Compliance with U.S. Department of Transportation, National Highway Transportation Safety Administration, North Carolina Department of Transportation, Americans with Disabilities Act, and all applicable laws.
- Contractor staff must maintain a professional appearance, undergo drug testing, and possess valid driver’s licenses. They must also ensure that vehicles are kept clean and maintained.
- The contractor will be responsible for staffing adequate numbers of drivers and providing supervision during operational hours. Performance standards require that no passenger waits more than 10 minutes for pickup or drop-off 95% of the time.

Period of Performance
The contract period is from November 12, 2025, to November 11, 2026, with four additional option years available.

Place of Performance
Services will be performed at the Western North Carolina VA Health Care System located at 1100 Tunnel Road, Asheville, NC 28805.
