The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Plains Area Office is issuing this sources sought synopsis as a means of conducting market research to identify potential small business sources to provide Camfil CamControl and SafeScan Service and Technical Support Services at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS.

The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open unrestricted competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

ELIGIBILITY

The applicable NAICS codes for this requirement is 541380 Testing Laboratories and Services, with a Small Business Size Standard of $19M. The Product Service Code (PSC) is H999.

SUBMISSION DETAILS
Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide Camfil CamControl and SafeScan Service and Technical Support Services and are Camfil approved service engineers with certified training and documented experience in the service and repair of the Camfil CamControl System units and operational knowledge to provide technical support related to the scanning and certifying of HEPA filters located in the Camfil-manufactured caissons. Documentation should be in easily readable format. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release.

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Laura Nessa, in either Microsoft Word or Portable Document Format (PDF), via email laura.nessa@usda.gov.

If your organization has the potential capacity to provide the required services, please provide the following information: 1) Organization name, SAM UEI Number, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. 3) Business Size 4) Sam.gov UEI information.

Background
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Plains Area Office is conducting market research to identify potential small business sources for providing Camfil CamControl and SafeScan Service and Technical Support Services at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS.

The goal of this contract is to ensure the operational integrity and maintenance of specialized equipment used in bio-agro defense research.

Work Details
The contractor shall provide comprehensive services including:

1. Preventative Maintenance: Develop a preventative maintenance program for seven Camfil CamControl System scan carts, provide preventative maintenance services, and submit formal reports detailing completed work in digital PDF format.

2. Corrective Services: Provide corrective service and repairs within 10 business days for the CamControl System scan carts and associated HEPA filter housings, including issues with filter sealing, hose attachment, and mechanical drive systems. If parts are needed, they will be provided at cost, with repairs completed within 10 business days of parts availability. Formal reports detailing work completed must also be submitted.

3. Technical Support: Provide access to Camfil approved service engineers for technical support related to the CamControl System and HEPA filter testing, including support for the TwinCat program software via email, telephone, or in-person as necessary.
