Cambridge Structural Database (CSD) Enterprise Software License

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZRA), Edwards AFB, CA intends to issue a sole source contract to The Cambridge Crystallographic Data Centre, 12 Union Road, Cambridge, Cambridgeshire CB2 1EZ, United Kingdom, for the Cambridge Structural Database (CSD) Enterprise Software License. The contract will be executed by means of other than full and open competition, due to the need to continue the use of CSD Enterprise Software meet the requirements at Edwards AFB, which is used by the Air Force Research Lab (AFRL) Edwards AFB CA. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.106-1(b)(1) that the circumstances of this contract action deem only a single source is reasonably available.

The Cambridge Crystallographic Data Centre is the software company for this required. This requirement is to continue licensing for the CSD Enterprise Software, allowing continuous use of the software required for AFRL. Cambridge Crstallographic Data Centre is the only vendor who meets the needs for this requirement.

The requirement calls for the following:

1. Cambridge Structural Database (CSD) Enterprise Software License (Basic + 4 Option Years)
   1. Basic: 24 Apr 2023 23 Apr 2024
   2. Option Year 1: 24 Apr 2024 23 Apr 2025
   3. Option Year 2: 24 Apr 2025 23 Apr 2026
   4. Option Year 3: 24 Apr 2026 23 Apr 2027
   5. Option Year 4: 24 Apr 2027 23 Apr 2028

The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
