Background
The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, intends to negotiate multiple Firm, Fixed-Price, Indefinite-Delivery, Requirements type contracts under Part 15, Subpart 16.5, and 19.504-2. This service contract is in support of several mission partners; Commander Naval Installations Command (CNIC), Military Sealift Command (MSC), Commander, Submarine Force (CSF), U.S. Pacific Fleet (PACFLT), Commander, Submarine Force Atlantic , and Afloat Training Group Pacific for ongoing Call Out Tug requirements. The North American Industry Classification System (NAICS) code for this acquisition is 488390, Navigational Services to Shipping, with a size standard of 41.5 (millions of dollars). This requirement is solicited as a partial small business set-aside for the region of Guam. All other regions are solicited and will be awarded under full and open competition.

Work Details
This contract requires U.S. flag tugs otherwise known as Call Out Tugs described to provide harbor support service and ship handling in locations identified in section 2 and surrounding waters. The requirement covers all call out non-emergency and non-charter tug requests that cannot be satisfied with Government-owned, Government-controlled or time charted vessels. The tugs shall be available to simultaneously standby to support vessels in locations identified in section 2. The tug(s) may be required for at least one day or up to four weeks of standby at the dock. The tug(s) shall be required to offer assistance in case of an emergency to include any service required elsewhere in this contract.

Period of Performance
The resulting contracts are expected to be for a five-year Ordering Period: 04/01/2023 – 03/31/2028 and one six-month period in accordance with clause 52.217-8, Option to Extend Services, to continue performance through 09/30/2028.

Place of Performance
The geographic locations where the contract will be performed include Guam, Behm Canal in Alaska, Seal Beach & Long Beach in California, Port Hueneme in California, Port Canaveral in Florida, Puget Sound including Bremerton, Everett, Manchester & Port Hadlock in Washington state, San Diego in California, and Earle in New Jersey.
