Call for Solutions (CFS): Launcher Approach - Launched Effects (LE)

Background
The U.S. Army Contracting Command – Redstone Arsenal (ACC-RSA) is issuing this Call for Solutions (CFS) under the authority of 10 U.S.C. § 3458 to seek innovative solutions for integration and development that will inform the U.S. Army’s Launcher Approach for Launched Effects (LE). The initiative aims to maintain technological superiority in modern warfare, particularly in the context of Unmanned Aircraft Systems (UAS). This Call does not seek to procure Launched Effects but rather to gather information that will guide future launcher development.

Work Details
The primary goal is to identify solutions compatible with existing systems such as the Modular Effects Launcher (MEL), Launched Effects Dispenser for Ground and Rotorcraft (LEDGR), and the Navy’s Battle Management System (BMS). Specific areas of interest include:
- LEDGR Interoperability: Information on products that can interface and launch from LEDGR.
- Common Launcher Approaches: Solutions that enable common carry and launch of multiple LE variants from a MEL.
- MEL Interoperability: Products that can interface with MEL systems, including launching mechanisms.
- Vendor Software Interoperability: Integration of vendor software into U.S. Government systems, focusing on Modular Open Systems Approach (MOSA) principles.

Bidder Requirements
Offerors must propose commercially available and demonstrably innovative solutions. They should provide technical information addressing interoperability with existing U.S. Government-owned launchers, including detailed descriptions of their systems' software architecture and integration capabilities. Additionally, vendors must adhere to cybersecurity measures and supply chain risk management practices as outlined in the solicitation.
