Background
The Bureau of Reclamation (Reclamation) requires ready access to large quantities of near real-time county assessor parcel information to properly administer its acreage limitation (Reclamation Reform Act of 1982), Realty, Geographic Information Systems (GIS), and Wildland Fire Programs. Reclamation’s California-Great Basin (CGB) Regional Office 400 is seeking an online service that provides real-time property and county assessor data that can be integrated into CGB’s online geospatial web mapping application framework (Tessel) for access and use by all CGB staff. The service will provide continuously updated, ready-to-use parcel boundaries, owner names, addresses, and characteristics that can be accessed via Tessel and mobile GIS applications and overlaid with CGB Enterprise GIS data.

Work Details
The contractor shall provide a Digital Parcel Data Services Subscription service that meets the following minimum salient characteristics: 1. Digital Parcel Service will offer online access to GIS interface with aerial photography, roads, and topography along with parcel boundary lines for each property in California.
2. The contractor shall provide the capability to access an online parcel database to obtain current information on specific parcels and groups of parcels on an as-needed basis, including assessor parcel maps that allow for annotation and downloading the resulting image file.
3. The service must provide the full complement of parcel data for every county in California. The service must provide updates of each county’s parcel data, including parcel maps (in digital format) no less than every 30 days with the majority of the data updated on a daily cycle.

Period of Performance
The period of performance shall be for one (1) base year of 12 months plus four (4) 12-month option years. The performance period reads as follows: Base Year: April 1, 2024 to March 31, 2025; Option Year 1: April 1, 2025 to March 31, 2026; Option Year 2: April 1, 2026 to March 31, 2027; Option Year 3: April 1, 2027 to March 31, 2028; Option Year 4: April 1, 2028 to March 31, 2029

Place of Performance
All services will be performed at the contractor’s facility and provided over the internet via ESRI’s ArcGIS Online (AGOL) with Reclamation Organizational account (FISMA compliant).
