Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF).

This solicitation notice is for environmental remediation, environmental compliance, and environmental facility maintenance services at three (3) California facilities: DFSP Norwalk, CA; DFSP Ozol, CA; and DFSP San Pedro. DLA Installation Management for Energy Environmental Division (DM-FEE) is responsible for funding, supporting and overseeing execution of DLA Energy's environmental requirements. DM-FEE implements remedies as needed to protect human health and the environment. Site Closure (SC) is the primary goal of this effort while restoring and maintaining the Facility in a cost effective manner.

The NAICS Code for this procurement is 562910 and will be solicited on a partial set-aside basis. The requirements at DFSP Ozol will be set aside for small businesses, whereas the requirements at DFSP Norwalk and DFSP San Pedro will be solicited on an unrestricted basis.

The period of performance is a four-year period, September 1, 2020 through August 31, 2024 and a six-month extension provision, September 1, 2024 through February 28, 2025. The Government anticipates awarding three (3) firm fixed-price contracts, one for each location.

Background
The Defense Logistics Agency (DLA) Installation Management for Energy Environmental Division (DM-FEE) is soliciting environmental remediation, environmental compliance, and environmental facility maintenance services at three California Defense Fuel Support Points (DFSP Norwalk, DFSP Ozol, and DFSP San Pedro). DM-FEE funds, supports, and oversees DLA Energy’s environmental requirements to protect human health and the environment, with site closure as the primary objective.
The procurement will result in three separate firm-fixed-price contracts.

Work Details
Under Performance Work Statement (PWS) Appendix E, contractors will perform general requirements including project administration, quality assurance and control, safety management, site security, environmental spill notification, regulatory reporting, contractor manpower reporting, and management of government-furnished information, equipment, and property.
Performance requirements include:
1) Project Management – develop and maintain a Project Management Plan, conduct meetings with stakeholders, manage utility invoicing, and prepare monthly progress/status reports.
2) Restoration Tasks – perform site assessment, remedial design and permitting, implementation of remediation (soil and groundwater), groundwater monitoring, analytical testing (including perfluorooctane sulfonate and perfluorooctanoic acid sampling), laboratory selection, data management, and emergency response.
3) Compliance Tasks – obtain and manage air quality and consolidated permits, implement or support an Environmental Management System (EMS) or equivalent, handle hazardous materials and waste management, provide natural and cultural resource support, pest management, spill response, inspections and audits, wastewater management, off-site pipeline support, stormwater sampling and reporting, stormwater structure maintenance, and SWPPP updates.
4) Facility Maintenance Tasks – carry out environmental protection measures, pest management, grounds maintenance, and general maintenance and repairs.
Deliverables include internal drafts through final technical reports, plans and reports, a Master Documents List, and other required submittals.

Period of Performance
September 1, 2020 through August 31, 2024, with a six-month option extension from September 1, 2024 through February 28, 2025.

DFSP Norwalk (including the Tustin El Toro Pipeline Release Site) in Norwalk, California;
DFSP Ozol, California;
DFSP San Pedro, California.

Bidder Requirements
Small Business Set Aside - Partial (SBP): requirements at DFSP Ozol are reserved for small businesses; DFSP Norwalk and DFSP San Pedro are unrestricted.
