Description

Naval Surface Warfare Center (NSWC) Crane Division intends to establish 5-year Blanket Purchase Agreements (BPAs) to procure calibration services for NSWC Crane only. It is anticipated that multiple BPAs will be awarded with a maximum overall ceiling of $2,000,000 each. The maximum BPA Call/Order limit will be $25,000 each. The anticipated BPAs will be awarded in accordance with FAR 12.

Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov.

This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation.

Solicitation Number N00164-26-Q-0049 is issued as a request for quote.

PLEASE NOTE THAT AS MENTIONED ABOVE THE MAXIMUM BPA CALL LIMIT WILL BE $25,000 EACH, THEREFORE EACH CALL WILL NOT BE SYNOPSISED.

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/. It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation.

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.

Background
The Naval Surface Warfare Center (NSWC) Crane Division is seeking to establish 5-year Blanket Purchase Agreements (BPAs) for calibration services specifically for NSWC Crane. The goal of these BPAs is to procure necessary calibration services to support the operations of the agency, which focuses on defense and deterrence systems. It is anticipated that multiple BPAs will be awarded with a maximum overall ceiling of $2,000,000 each and a maximum BPA Call/Order limit of $25,000.

Work Details
The contractor will provide calibration services for Test, Measurement, and Diagnostic Equipment (TMDE) as specified in the Statement of Work (SOW). Key requirements include:

1. Contractors must have valid accreditation from recognized organizations such as A2LA, ACLASS, ANAB, IAS, LAB, NVLAP, or Perry Johnson Laboratory Accreditation.

2. Services must include firm fixed pricing per the Equipment List and SOW instructions.

3. Delivery shall be FOB Destination to Crane, Indiana 47522.

4. Vendors are responsible for all shipping costs to return units to NSWC Crane.

5. The contractor must conduct incoming inspections of equipment and document any damage with photographic evidence.

6. The contractor shall provide copies of Second Party Certification Certificates and notify NSWC Crane immediately if certifications expire or are revoked.
