This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR subpart 12.6 and subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03824QE0000031 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-07 effective 30 September 2024.

The applicable North American Industry Classification Standard Code is 541380 - Testing Laboratories. The small business size standard is $19M. This solicitation is Unrestricted (Full and Open). All responsible sources within a 100-mile radius (as determined by common mapping applications) of Elizabeth City, North Carolina (NC) may submit an offer which shall be considered by the agency.

It is anticipated that an Indefinite Quantity contract with firm fixed pricing consisting of (1) one-year base period and, if exercised, four (4) one-year option periods shall be awarded as a result of this synopsis/solicitation. The total duration of this contract shall not exceed five (5) years.

Background
The United States Coast Guard (USCG) is issuing this solicitation for Calibration and Repair Services to support its Aviation Logistics Center (ALC) located in Elizabeth City, North Carolina. The goal of this contract is to ensure that Test, Measurement, and Diagnostic Equipment (TMDE) owned by the government is properly calibrated, tested, and repaired to maintain operational readiness.

This contract will be an Indefinite Quantity contract with firm fixed pricing, anticipated to last for a total of five years including one base year and four option years.

Work Details
The contractor will provide services including: calibrating, testing, repairing, modifying, certifying, storing, safeguarding, transporting equipment; providing all necessary parts, labor, tooling, test equipment and facilities; ensuring compliance with calibration standards; maintaining an Off-Site Calibration Laboratory within a 100-mile radius of the USCG Base; performing on-site calibration and repair services during specified hours; tagging all calibrated tooling with appropriate decals; submitting reports on calibration status and failures; handling TMDE safely during pickup and delivery; providing emergency and priority calibrations as needed; and ensuring all work complies with applicable regulations and standards.

Place of Performance
The primary location for performance will be at the USCG Aviation Logistics Center in Elizabeth City, North Carolina. Additional work may be performed at the contractor's facility or other locations as directed by the Contracting Officer.
