This requirement is for the following:

CLIN 0001, 1001, 2001, 3001, 4001 (BASE PERIOD plus 4 OPTION YEARS): Calibration and Preventative Maintenance (PM) service of one (1) Koehler Water Separation unit; (S/N: R80400025) and one (1) Koehler Water Washout tester; (S/N: R62050025-C) in accordance with the Statement of Work (SOW).

CLIN 0002, 1002, 2002, 3002, 4002 (BASE PERIOD plus 4 OPTION YEARS): Travel and Expenses of Contractor for the calibration and PM service of one (1) Koehler Water Separation unit; (S/N: R80400025) and one (1) Koehler Water Washout tester; (S/N: R62050025-C) in accordance to the Statement of Work (SOW).

The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. This NAICS code has a small business size standard of 1,000 employees.

The Air Force Petroleum Lab (AFPET/PTPLA) is seeking a preventative maintenance (PM) and calibration service contract for one laboratory instrument (one (1) Koehler Water Separation unit; (S/N: R80400025) and one (1) Koehler Water Washout tester; (S/N: R62050025-C)) to include technician travel, parts, and labor costs as described in the Statement of Work (SOW). This service is required for one-year base period from the date of the contract plus four one year option periods.

The Government previously purchased this instrument through open competition; however, there cannot be competition on maintenance or repair of this instrument as service can only be accomplished by the manufacturer, Koehler, using Koehler parts supplied only by the original equipment manufacturer (Koehler).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 08 May 2023 @ 1000 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
