Background
U.S. Customs and Border Protection (CBP) requires all weapon-carrying officers to train and qualify with government-issued firearms to ensure their safety and security during mission-critical operations.

This procurement aims to establish a commercial space that can accommodate training and firearms qualification for approximately 600 law enforcement officers assigned to the Area Port of Calexico. The facility must be regulatory compliant, safe, and fully functional, located within a 45-mile radius of the Calexico Port of Entry.

Work Details
The contractor shall provide all labor, materials, supervision, facilities, equipment, utilities, and personnel necessary for the following services:
- A firing range that meets or exceeds the following requirements:
- Closed to all other users when CBP officers/agents are using it or offer a private room with shooting lanes for CBP use only.
- Open for CBP use from 6 AM to 2 PM, Monday through Friday.
- Accommodate approximately eight (8) CBP officers for qualifications.
- Minimum of eight (8) firing points.
- Lighting controls allowing multiple levels from complete darkness to high intensity daylight.
- Shooting from a minimum of twenty-five (25) yards from target.
- Accommodate ammunition calibers: 9mm, .40 caliber, 12 gauge shotgun rounds (buckshot, birdshot, slug), and .223 rounds; both standard lead and frangible ammunition allowed.
- Shooting lanes must accommodate dynamic shooter movements within booths.
- Target frames with an automatic targeting system that is computer-controlled with both stationary and moving targets.
- A classroom facility for CBP officers/agents with:
- Television compatible with a laptop.
- Wi-Fi access.

Period of Performance
Base Period: March 15, 2026 – March 14, 2027; Option Periods: March 15 of each subsequent year until March 14, 2031.
