Description

The contractor will furnish all personnel, equipment, supplies, and materials necessary to remove and replace existing control tower bridge crane and trolley at Cagle's Mill Lake located at 11979 S. County Rd. 375 W., Poland, Indiana 47868. The contractor's work and responsibility will include all planning, programming, administration, management, supervision, communications, and inspection necessary to assure that all work is conducted in accordance with the contract requirements and all applicable Federal, State and Local laws and regulations. All work will be performed in strict compliance with the attached specifications and all other terms and conditions incorporated herein.
Period of Performance is 180 days after contract award.

This RFQ is 100% set-aside for Small Business, NAICS 332618 (Size Determination 500). One award will be made from this Solicitation. The contract award will be based on Low Bid. Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. Quotes will not be accepted for quantities less than the quantities specified in the price breakout schedule. Failure to submit a unit price for all items listed will be considered as a material deviation from the requirements of the RFQ and the quote will be rejected. Offerors should complete the price breakout schedule within this solicitation.

Quotes are due on 21 August 2024 at 10:00 AM Eastern Time. Please submit your quote to alyson.m.klinglesmith@usace.army.mil. Fax submittals will not be accepted. Technical questions pertaining to this project shall be posted to ProjNet per the instructions incorporated into the solicitation. Contractors are NOT to contact the TPOCs listed until an award has been made. All questions must be submitted via ProjNet by 14 August 2024.

NOTE: A site visit is HIGHLY ENCOURAGED. Note: A site visit is HIGHLY ENCOURAGED for the contractor to review the complexities of the work site, verify existing conditions, and collect exact measurements. Please note that the site visit is not an opportunity for questions or clarifications regarding this solicitation. One site visit will be available for contractors on 12 August 2024 at 10:00 AM ET.

In accordance with FAR 52.237-1, Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
All contractors must be registered in the System for Award Management (www.SAM.gov) prior to submitting a proposal. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by ElectronicFunds Transfer System for Award Management, which indicates All payments by the Government under this contract shall be made by electronic funds transfer (EFT). Those not currently registered can obtain registration by going to the website http://www.SAM.gov.

Background
The U.S. Army Engineer District, Louisville is issuing this contract for the removal and replacement of the existing Control Tower Bridge Crane and Trolley at Cagle's Mill Lake. The mission of this project is to ensure that the crane and trolley are replaced in compliance with all applicable Federal, State, and Local laws and regulations, thereby enhancing operational safety and efficiency.

Work Details
The contractor will furnish all personnel, equipment, supplies, and materials necessary to remove and replace the existing Control Tower Bridge Crane (6 Ton Hoist) and Trolley. The work includes:

1. Placing protective measures on the tower floor to prevent fluid leaks.
2. Removing the existing control tower bridge crane and trolley from the I-Beam.
3. Installing a new trolley onto the I-Beam.
4. Installing a new hoist onto the newly installed trolley.
5. Ensuring headroom from bottom of I-Beam to bottom of hoist hook does not exceed 47 inches.
6. Removing and installing new I-Beam blocks to prevent impact with control tower walls.
7. Installing chain carrier containers without impacting walls during travel along I-Beam.
8. Testing all electrical connections before powering up the new hoist and trolley.
9. Conducting load tests to ensure compliance with requirements.
10. Keeping the work area clean and disposing of debris offsite according to Federal, State, and Local guidelines.

Specifications for Electric Chain Hoist/Trolley include:
- 208-230V 3 phase motor
- Minimum of 125 feet of lifting chain
- Single speed electric trolley with steel wheels
- Installed bumpers and shielded ball bearings
- At least 30’ corded pendant with emergency stop switch
- Dual speed electric chain hoist with rates of 2.5/7.5 FPM
- Load tested after installation completion.
