Description

This synopsis notice constitutes the U.S. Military Academy's intent to solicit an estimated quantity of 1460 Cadet Raincoats made of coated fabric varying in sizes (chest size from 30 to 52 inches; and length from 42 to 62 inches), and 1,500 Rain Cap Covers made of clear plastic material with elastic. The manufacturing must take place within the United States. The raincoats are to be manufactured in accordance with Product Description Number 349B Dated October 16, 1998. Deviation for Raincoats dated February 1, 2002, September 4, 2002, and September 26, 2002. Revision to Specifications dated June 22, 1992 and Changes to USMA Patterns approved and adopted on June 9, 2003. Small businesses set a side specifications in its entirety see attach specifications and sample instructions. The Contractor shall be required to submit sample for testing and approval by USMA prior to production. Delivery is required by June 11, 2025. The business size standard is 100% small business set aside. The applicable NAICS is 315299 with a size standard of 750 employees. The Close solicitation March 31, 2025 at 10:00AM eastern time.

The MICC West Point requires the following items, Meet or Exceed, to the following:

Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the emailing sonya.d.vanvalkenburg.civ@army.mil subject:' Raincoat Question' Questions not received within a reasonable time prior to close of the solicitation may not be considered.***

Bid MUST be good for 90 calendar days after close of Buy.
Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov.
No partial shipments are permitted unless specifically authorized at the time of award.
The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5 (DEV), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, and the following clauses: 52.219-28, 52.222-19, 52.222-21, 52.22-22, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.225-13, 52.232-34, 52.232-99 (DEV), 52.233-4 and DFAR 252.212-7001, 252.232-7003, 252.232-7010, 252.232-7006 and 252.209-7999.
