Background
The U.S. Fish and Wildlife Service (USFWS), San Diego National Wildlife Refuge Complex (SDNWRC), manages the SoCal Urban Wildlife Refuge Project, which is aligned with the USFWS Urban Wildlife Conservation Program.
From Fiscal Years 2014 to 2025, the Project awarded over 10 million dollars to partner organizations to implement environmental education and interpretive programs, educator training, and volunteer engagement activities aimed at connecting urban communities with the outdoors and the National Wildlife Refuge System.
The SDNWRC requires ongoing cross-project evaluation and reporting to measure the effectiveness of each partner's program over time, adapt funding priorities, and share outcomes with internal and external audiences.

Work Details
The contractor will design and implement a Collaborative Evaluation tool for the SoCal Urban Wildlife Refuge Project.
Key tasks include:
1) Establishing a participatory process for evaluation planning by reviewing existing data, developing agenda topics, and facilitating a two-day workshop with stakeholders;
2) Documenting the participatory process including methodologies and stakeholder engagement strategies;
3) Identifying and revising evaluation metrics to optimize project-specific evidence;
4) Facilitating implementation of data collection through surveys, interviews, focus groups, ensuring compliance with federal requirements related to public information collection, accessibility, confidentiality, data management, and other relevant standards.
Deliverables include a finalized evaluation plan outlining prioritized outcomes, indicators, data strategies; a partner insights summary; and internal process documentation for USFWS.

Bidders must provide a Technical Submission that identifies key personnel including a contract manager and lead evaluator; confirms capability to perform all tasks outlined in the Performance Work Statement; complies with public information collection regulations; includes all costs necessary for completion of deliverables.
