The Naval Sea Systems Command intends to issue a sole source solicitation to procure the development, system engineering, integration, and testing of SWFTS interface baseline improvements, and technology refresh/insertion. These services cover the Systems Engineering and Integration (SE&I) of SWFTS system-level interfaces, associated architectures, and Command, Control, Computers, Communications, Cyber and Information (C5I) combat system design elements, in addition to the integration and testing across the SWFTS system-of systems. The period of performance for this effort is seven years with one base year and six option years, from FY2024 through FY2030.

This requirement will be solicited sole source to Lockheed Martin Rotary Mission Systems (LM RMS) in Manassas, Virginia, pursuant to 10 U.S.C. 3204(a)(1), LM RMS is the incumbent contractor currently performing the SWFTS efforts under contract N00024-19-C-6400. At this time, LM RMS is the only responsible source that can provide the required highly specialized services and the capability to meet Submarine Fleet requirements within the specified schedule.

This notice of intent is not a request for competitive proposals; however, interested offerors may submit their responses before the close of date and time of this notice to the Government for consideration. Responses to this notice must be received by 12:00 EST on 10 November 2023.
